Azerbaijan’s Aliyev Aims to Elevate Turkic States: A New Era for Global Influence

Date:

As the leaders of the Turkic states in Eurasia push for stronger trade ties with the West, they are simultaneously cautious about adopting Western values. This balancing act was vividly displayed at a recent summit of Turkic heads of state, hosted by Azerbaijani President Ilham Aliyev in the historically significant town of Shusha, Nagorno-Karabakh.

Aliyev’s Vision for the Organization of Turkic States

In his opening remarks, Aliyev expressed a bold vision for the Organization of Turkic States (OTS) to become an “influential global entity” that safeguards regional interests and cultural practices against external influences. He emphasized that the 21st century should mark a period of significant progress for the Turkic world, underpinned by shared ethnic roots and traditional values.

Aliyev’s call to action for the OTS to evolve into a prominent international force is grounded in a desire to protect and promote the unique cultural and political landscape of the Turkic states. This vision includes resisting the imposition of Western ideologies while fostering economic growth through enhanced trade routes and infrastructure.

Prioritizing Trade and Infrastructure

While celebrating traditional values, Aliyev underscored the importance of expanding trade. He highlighted the East-West transport corridor as a top priority, reflecting a strategic aim to boost economic ties and create a more integrated regional economy.

Kazakhstan’s President, Kassym-Jomart Tokayev, echoed these sentiments, advocating for the full utilization of the Trans-Caspian international transport route. This route is pivotal for enhancing connectivity and trade efficiency between the Turkic states and the broader Eurasian region.

Expanding the Organization of Turkic States

The OTS, comprising Azerbaijan, Kyrgyzstan, Kazakhstan, Turkey, and Uzbekistan, is poised for growth and greater international influence. Observer nations, including Hungary, Turkmenistan, and the de facto Turkish Republic of Northern Cyprus, also play a crucial role in the organization’s dynamics. Hungarian Prime Minister Viktor Orban, attending the summit, acknowledged the OTS as a vital platform for East-West cooperation.

Aliyev’s call for increased budget allocations to the OTS underscores his commitment to strengthening the organization. Azerbaijan’s recent $2 million contribution to the OTS secretariat highlights this dedication and sets a precedent for other member states to follow.

Navigating Relations with the West

Aliyev’s efforts to bolster the OTS come amid strained relations with Western countries. Over the past year, Aliyev and other top Azerbaijani officials have openly criticized the U.S., France, and major European bodies. In his February inaugural address, Aliyev emphasized a shift towards pan-Turkic cooperation, signaling a move away from Western alignment.

This divergence was further illustrated by Aliyev’s June comments, where he questioned the moral authority of Western nations, citing their colonial pasts and histories of violence. His stance is clear: while Azerbaijan seeks to be an essential trade partner, it will not be a submissive ally.

Aliyev’s Message to the West

Aliyev’s rhetoric reflects a broader sentiment among the Turkic states, balancing economic ambitions with a firm stance on cultural sovereignty. His message to the West is unequivocal: respect our independence and refrain from interference.

“Should everyone sit and listen to the words of those who live in some Western countries? Who has given them this right? Their past is nothing to be proud of. Their past is full of blood. Their past is colonialism,” Aliyev remarked. “We don’t listen to anyone’s orders; we don’t allow anyone to come here and interfere in our work. Don’t hit me and I won’t hit you. If you are going to hit me, then you will also get a headache.”

The Future of the Turkic States

As the OTS seeks to position itself as a significant global player, the integration of advanced trade routes and the fostering of economic ties will be critical. The organization’s success will hinge on its ability to navigate complex international relations while maintaining a strong cultural identity.

Key Strategies for the OTS Moving Forward:

  • Enhancing Trade Infrastructure: Prioritize the development of the East-West transport corridor and the Trans-Caspian international transport route.
  • Promoting Cultural Sovereignty: Maintain a firm stance on preserving traditional values and resisting external cultural influences.
  • Strengthening Internal Cohesion: Encourage greater financial contributions from member states to support the OTS’s initiatives.
  • Building International Partnerships: Balance economic cooperation with the West while ensuring political and cultural autonomy.
  • Utilizing Observer Nations: Leverage the involvement of observer states like Hungary to bridge East-West relations and foster broader cooperation.

Conclusion

Aliyev’s ambitious vision for the Organization of Turkic States underscores a transformative period for the Turkic world. By prioritizing trade and infrastructure development, while firmly protecting cultural values, the OTS aims to emerge as a formidable international force. As Azerbaijan and its allies navigate their complex relationship with the West, the focus remains on building a prosperous and independent future for the Turkic states.
