SB 1047 outlines a necessary and minimal regulatory framework for managing the risks associated with frontier AI technologies. Many experts, including myself, see this bill as setting a basic standard for effective regulation without being overly prescriptive.

  • Focus on Large-Scale Models: It targets only the most expensive AI models—those with a training cost over $100 million. This ensures that smaller companies and startups are not unduly burdened.

With future AI models potentially being even more powerful, it’s crucial to implement safeguards before their open release.

Dr. Li advocates for a “moonshot mentality” in AI development. I agree that ambitious goals are vital but believe they must be coupled with rigorous safety protocols. Although I share Dr. Li’s desire for robust federal regulations, the current gridlock in Congress means state-level action like SB 1047 is crucial.

California’s history of leadership:

  • Green Energy: Pioneered significant environmental regulations.
  • Consumer Privacy: Introduced landmark privacy laws.

California has a chance to lead once again by adopting SB 1047, setting a precedent for responsible AI development.
